India utility again seeks carbon marketing for 330-MW Kishanganga

India hydro developer NHPC Ltd. has reissued a call for bids for development of the 330-MW Kishanganga hydroelectric project as a Clean Development Mechanism (CDM) project. Bids are due December 24, 2009.

NHPC issued a similar solicitation in September. (HydroWorld 9/4/09) The utility awarded a contract in January to a consortium of Hindustan Construction Co. Ltd. (HCC) of India and Halcrow Group Ltd. U.K. for turnkey construction of Kishanganga on India’s Kishanganga River. (HydroWorld 1/27/09)

Kishanganga is to be built on the Jhelum River tributary in the Bandipora and Gurez Valley of Jammu & Kashmir State. The project includes construction of a 37-meter-tall concrete-faced rockfill dam, a 23.5-kilometer tunnel, and an underground powerhouse with three 110-MW turbine-generators.

NHPC now seeks bids for development of Kishanganga as a CDM project under the United Nations’ Clean Development Mechanism intended to reduce production of greenhouse gases thought to contribute to global warming. CDM projects are registered for sale of carbon emissions reduction certificates.

The utility took bids in April from consultants to assist in carbon credits marketing for seven other hydroelectric projects: 231-MW Chamera 3, 800-MW Parbati 2, and 520-MW Parbati 3, all in Himachal Pradesh State; 120-MW Sewa 2 in Jammu & Kashmir State; 132-MW Teesta Low Dam 3 and 160-MW Teesta Low Dam 4, both in West Bengal State; and 240-MW Uri 2 in Jammu & Kashmir. (HydroWorld 2/5/09) In 2008, it issued similar requests for five other hydro projects totaling 4,165 MW.

Tender documents may be obtained until December 9 from the address below or from the NHPC Internet site,, for a fee of 1,000 rupees or US$25. Those obtaining documents from the website must send a letter of confirmation to the address below accompanied by the fee.
