India utility extends design bidding, seeks equipment for 110-MW Pare

India’s North Eastern Electric Power Corp. Ltd. (NEEPCO) extended the bidding deadline for design and construction review of the 110-MW Pare hydroelectric project and called for additional bids to equip the project.

NEEPCO extended the bidding deadline to July 7, 2009, from June 30 for design and review consultancy of the construction of Pare in Arunachal Pradesh State. (HydroWorld 5/14/09) It also issued new solicitations for bids by August 25 to supply hydro-mechanical equipment and by August 26 to supply electro-mechanical equipment.

The government of Arunachal Pradesh signed an agreement with NEEPCO in 2006 for development of Pare in Papumpare District. In 2008, the developer had requested bids for a similar contract as well as for civil construction and equipment.

NEEPCO now seeks bids by 12:30 p.m. July 7 for design and review consultancy work, including review of techno-commercial and price bids, detailed design and engineering, preparation of construction drawings, and review and monitoring of all works.

Pare is to include four construction packages:
o Package 1, construction of a concrete gravity dam, spillway, cofferdam, diversion and headrace tunnels, surge shaft, pressure shaft, powerhouse, and tailrace;
o Package 2, design, fabrication, and installation of all hydro-mechanical works such as gates, trashrack, penstocks, and steel liners;
o Package 3, design, engineering, manufacturing, installation, testing, and commissioning of two 55-MW turbine-generators and control panels;
o Package 4, design, engineering, manufacturing, installation, testing, and commissioning of transformers, switchyard, and related equipment.

Bids due in August for equipment packages

NEEPCO called for bids by noon August 25 for Package 2. The utility estimated it would cost 288 million rupees (US$5.9 million) and require 36 months for design, fabrication, and installation of all hydro-mechanical works such as gates, trashrack, penstocks, and steel liners.

NEEPCO called for bids by noon August 26 for Package 3. The utility estimated it would cost 1.25 billion rupees (US$25.7 million) and require 36 months for design, engineering, manufacturing, installation, testing, and commissioning of two 55-MW turbine-generators and control panels.

Bid documents for each solicitation may be obtained from the address below for 10,000 rupees (US$206) by demand draft or banker’s check to NEEPCO Ltd. at Shillong. Documents also may be obtained from the NEEPCO Internet site, www.neepco.gov.in, and the fee submitted with the bid.
