Kazakhstan’s grid operator has extended the deadline for proposals from U.S. firms to develop a feasibility study of transmission lines linking Kazakhstan and Kyrgyzstan and allowing for exchange of electricity from existing and planned hydropower projects. Responses now are due March 28.
Kazakhstan Electricity Grid Operating Co. (KEGOC) previously called for proposals by March 14.
KEGOC invested more than US$200 million in transmission expansion and improvements in 2009 and plans to invest more than US$3.5 billion over the next 15 years. Additionally, Kazakhstan and Kyrgyzstan are among five Central Asia countries being urged by the World Bank to participate in a Central Asia Regional Energy Development Framework to balance water and energy needs of downstream and upstream countries.
With a US$988,004 grant from the United States Trade and Development Agency (TDA), KEGOC currently seeks a U.S. firm to evaluate the technical, economic, and financial feasibility of building two transmission line expansions.
Proposed lines include a 500-kilovolt line linking the existing 702-MW Shulbinsk hydroelectric project and the planned 68-MW Bulak hydro project to load centers in Aktogai and Almaty. In addition to Bulak’s own capacity, KEGOC noted the new project would store additional water for increased generation by Shulbinsk downstream.
Also planned is a 500-kV line from Almaty, Kazakhstan, to Kemin, Kyrgyzstan, and potentially to Tajikistan. Kazakhstan already imports some hydropower from Kyrgyzstan.
Price will not be a factor for the TDA-financed work; cost proposals should not be submitted. The U.S. contractor may use host country subcontractors for up to 20 percent of the TDA grant amount.
