Kenya seeks dam safety panel for six proposed dams, including hydro

Kenya’s Ministry of Water and Irrigation invites expressions of interest from consultants to serve as hydrology, dam engineering, and engineering geology experts on a dam safety panel for development of at least six dams including at least one potential hydroelectric project. Responses to three separate solicitations are due May 2.

With funding from the World Bank’s International Development Association, the government plans to implement a Water Security and Climate Resilience Project to increase the availability, reliability, and productivity of irrigation water for project beneficiaries. With other World Bank funding, the multi-nation Nile Basin Initiative previously recruited consultants to identify multi-purpose water resources projects in the Gucha-Migori River and Yala River basins of Kenya.

Implementation of Kenya’s Water Security and Climate Resilience Project includes creation of a Dam Safety Panel of Experts, including at least three permanent members who are to be experts in hydrology, dam engineering design and construction, and an engineering geologist/geotechnical engineer. The panel is to provide independent review and recommendations to the government to ensure that safety of dams financed by the project is adequately addressed.

The Water Security and Climate Resilience Project is expected to finance multi-purpose and single-purpose dams that are under study if they meet investment framework criteria.

Dams include:

  • Mwache Dam, which is being designed under the Ministry of Regional Development Authority for water supply and irrigation, to be 73.5 meters tall, impounding 118 million cubic meters;
  • Maira Dam, which has been studied to the feasibility level under the Sio-Malaba-Malakisi River Basin Management project of the Nile Basin Initiative. The dam would be 13.5 meters tall and 810 meters long with maximum storage of 4.17 million cubic meters and a possible hydroelectric project to generate 105 MWh annually. The dam alone is expected to cost US$8 million with the related Lower Sio Irrigation Scheme to cost US$40 million.
  • Karimenu 2, Kamiti 1, Ruiru 2, and Stony Athi dams, which have been identified under the Master Plan for Developing New Water Sources for Nairobi and Satellite Towns. Preliminary designs for Karimenu2 and Kamiti 1 are under preparation, while design consultants are to be procured for Ruiru 2 and Stony Athi.

Additionally, the dam safety panel is expected to review design of a seventh dam being studied by the Western Kenya Community Driven Development and Flood Mitigation Project in conjunction with an irrigation project. The primary function of the dam is flood control of the Nzoia River along with possible water supply. The government previously called for studies of Nzoia River flood control structures including the potential for hydropower generation.
