Kyrgyzstan extends call for development of two small hydro projects

The government of Kyrgyzstan has extended the deadline for applications for pre-qualification to design, build and operate two small hydro projects in the Central Asian nation. Responses now are due January 19, 2015.

Kyrgyzstan previously called for responses by December 22.

The European Bank for Reconstruction and Development (EBRD) is supporting Kyrgyzstan’s Ministry of Energy and Industry under a program of strategic planning for small and medium-sized hydropower development. EBRD assisted the ministry in 2009 to obtain technical assistance to develop its small and medium-scale hydro potential. The United Nations Development Program and the World Bank’s Global Environment Facility also have been carrying out a small hydropower development program in Kyrgyzstan.

In the current solicitation, the ministry invites applications for pre-qualification for design, construction, operation and supply of electricity of two hydro projects, offered in separate lots:

  • KR-SPfHPD-01: 20-MW Orto-Tokoyskaya, with gross head of 38 meters and average annual generation estimated at 80.94 GWh;
  • KR-SPfHPD-04: 3-MW Tortgulskaya, with gross head of 36 meters and average annual generation estimated at 11.86 GWh.

Applications may be submitted for either or both lots.

Application documents for both projects may be obtained from the address below by written request labeled “Request for Submission Requirements for the Application of Pre-qualification on ‘Design, building, operation and supply of electricity of two small hydropower development sites.'”

Requests must include a fee equivalent to 200 euros (US$250) in soms (14,354 soms) transferred to the ministry’s account with the following bank details: Pervomaiskiy ROC, Ministry of Energy and Industry, Bishkek branch, JSC RSC Bank, Account No. 1290524132820096/4402011103012313, BIC 129052, INN 01312199610094, OKPO 31905, Purpose of payment: For the tender documentation on SHPP.
