Laos seeks consultants to help manage hydropower concessions

The government of Laos invites expressions of interest from consultants to help manage hydropower concessions to independent power producers. Responses are due November 15.

With funding from the World Bank’s International Development Association, the Ministry of Energy and Mines is implementing a Hydropower and Mining Sectors Project that includes the IPP hydropower concession program. The government recruited consultants in February to support programs to improve government oversight of the hydropower and mining sectors.

The government currently seeks consultants to provide institutional development for the Department of Energy Promotion and Development, as well as technical, financial, and legal advisory services for implementation of hydropower concession agreements. Consultants are to have experience in concessions for independent power producers with special reference to the hydropower sector.
