Laos seeks consultants to draft hydropower fiscal options

VIENTIANE, Laos 4/13/12 (PennWell) — The government of Laos invites expressions of interest from consultants to draft an options paper on hydropower fiscal and revenue sharing issues to help coordinate government hydropower regulation. Responses are due April 30.

With funding from the World Bank’s International Development Association, the Ministry of Energy and Mines is implementing a Hydropower and Mining Sectors Project. The government recruited consultants in 2011 to help manage hydropower concessions to independent power producers.

Several Laotian government agencies, as well as provincial and district governments, are pursuing diverse policies that affect hydropower development. The Ministry of Energy and Mines proposes the options paper to provide a platform for discussion across government.

The agency seeks consultants with experience in national hydropower resources development, financial and economic modeling of hydro development, legal and institutional aspects of hydro development, and the hydropower sector in Southeast Asia. The work is expected to require four staff months.

Laos seeks consultants for hydropower program technical assistance

The government of Laos invites expressions of interest from consultants to provide a needs assessment for concession agreement monitoring and capacity building in its hydropower development program. Responses are due January 26, 2010.

World Bank’s International Development Association is funding a technical assistance program to support Laos’ hydropower and mining sectors. (HydroWorld 1/5/09) The hydropower component includes optimization of revenue sharing and ownership arrangements, establishment of a Hydropower Learning Center, and capacity building in power system planning and operation.

The government seeks consultants with at least 10 years’ experience with special emphasis on concession agreement management and execution, hydropower project supervision, and strong knowledge of hydropower projects and the energy sector in Laos. The consultant is to assess the needs of the Department of Energy Promotion and Development to cope with concession agreement monitoring and supervision. Work is expected to begin in mid-February.
