The government of Laos invites expressions of interest from consultants to assist in generation expansion planning and policy making capacity in Laos’ hydropower sector. Responses are due October 26.
With funding from the World Bank’s International Development Association and the Australian government, the Ministry of Energy and Mines is implementing a Hydropower and Mining Sectors Project. The government recruited consultants in April to draft an options paper on hydropower fiscal and revenue sharing issues to help coordinate government hydro regulation.
The Ministry of Energy and Mines now seeks consultants to help the Department of Energy Policy and Planning to develop and apply a methodology for assessment of avoided generation costs in the Laos power market. Work also is to include assistance in developing and applying a model of least-cost power generation expansion in Laos and provision of specialized capacity development and training in such planning and methods. The assignment is expected to require 12 staff months over about nine calendar months.
