Liberia seeks site rehabilitation work at 60- to 80-MW Mount Coffee hydro project

The government of Liberia invites applications for post-qualification and bids to perform site rehabilitation work at the 64-MW Mount Coffee hydroelectric project in Liberia. Qualification documents are due October 30, with bids due November 15.

The government has received funding from various donors including the European Investment Bank to help finance the work. It recently secured a US$65 million concessional loan from the European Central Bank.

The government invited pre-qualification in September to refurbish or install new gates, penstocks, and other hydraulic steelwork at Mount Coffee, which was destroyed during a period of civil war in the early 1990s, making the cost of repairs and upgrades an estimated US$230 million. The government also recruited consultants in September to provide training in social and environmental impact assessments for power sector projects, including hydropower projects.

The government now invites post-qualification and tenders for “advanced enabling works” at the project site, including construction of two cofferdams, STP soil tests, powerhouse cleaning works, vegetation clearing, and construction of the advanced camp. The work is to be performed from January to May 2014.
