Newfoundland and Labrador Hydro has revised and reissued a request for proposals for financial advisory services for its 2,824-MW Lower Churchill hydroelectric project. The new deadline for responses is Jan. 5.
The new solicitation, RFP 34227, seeks a consultant to provide independent advice on an optimum financing strategy for the project, which would include two power plants, 2,000-MW Gull Island and 824-MW Muskrat Falls, on the Lower Churchill River in mainland Labrador. Capital costs could range from C$6 billion to C$9 billion (US$5.3 billion to US$7.9 billion).
The new solicitation, which replaces RFP 33990 that closed Dec. 21, contains substantive changes clarifying information on participation in financing, and allows submission of proposals by fax.
Bidders wanting to submit proposals unchanged from ones submitted under the earlier solicitation may notify the utility by letter and will not be required to submit more information. That notification may be faxed to (1) 709-737-1795; amendments to previously submitted proposals also may be submitted by fax.
