Nalcor Energy, the developer of the 3,074-MW Lower Churchill hydroelectric project invites expressions of interest from firms to drill tunnels and secure portions of a subsea cable to deliver project power from mainland Labrador to Newfoundland Island in Canada. Responses to two solicitations are due Oct. 15 and 17.
The C$6.2 billion (US$6.1 billion) Lower Churchill project includes the first-stage 824-MW Muskrat Falls hydro plant and the eventual 2,250-MW Gull Island plant on the Churchill River in Labrador, plus transmission links to Newfoundland Island, Nova Scotia, and New England. Nova Scotia utility Emera Energy and Newfoundland crown corporation Nalcor Energy reached a series of agreements in July to advance the giant hydro project.
Nalcor invites expressions of interest for two portions of the Strait of Belle Isle (SOBI) Marine Crossing from Labrador to Newfoundland. Solicitation documents may be obtained from Nalcor’s Internet site at www.nalcorenergy.com/contract-and-procurement-packages.asp.
In the first solicitation, the utility seeks responses by 3 p.m., Newfoundland time, Oct. 15 for Directional Services for Horizontal Directional Drilling (HDD) Program – SOBI Marine Crossing Project LC-SB-024. Work includes supplying steering tools and providing technical support for drilling six pilot bores for cable conduits, providing an on-site directional driller/guidance technician. Nalcor plans drilling for cable conduits from both shores of the strait, exiting into the ocean on both sides at a depth of 60 to 80 meters below sea level.

In the second solicitation, Nalcor seeks responses by 3 p.m., Newfoundland time, Oct. 17 for Subsea Rock Protection Design, Supply and Installation LC-SB-011. Work includes installation of rock berms covering each cable individually on the seabed between the two undersea cable conduit openings.
