Newfoundland solicits three engineers for 2,824-MW Lower Churchill

Newfoundland and Labrador’s electric utility has issued a request for proposals to three companies for detailed engineering design, procurement, and construction management of the 2,824-MW Lower Churchill hydroelectric project in Canada’s Labrador region.

Nalcor Energy, parent of Newfoundland and Labrador Hydro, said it expects to receive proposals in the fall from:
o Black & Veatch Corp., Kansas City, Mo., U.S.;
o Hatch Ltd., St. John’s, Newfoundland; and
o SNC-Lavalin Inc., St. John’s, Newfoundland.

Nalcor invited companies interested in assisting the three bidders to contact them directly.

The three firms were chosen from a list of six engineering and project management companies that Nalcor had asked for expressions of interest in 2009. (HydroWorld 2/27/09) Other invited at that time were Bechtel Infrastructure Corp., MWH Americas Inc., and URS Corp., all of the United States.

Nalcor proposes the C$9 billion (US$7.1 billion) Lower Churchill project for two sites on the Lower Churchill River in Labrador, 2,000-MW Gull Island and 824-MW Muskrat Falls. The utility asked Newfoundland’s Public Utilities Board in 2009 to establish a water management agreement between Nalcor and the Churchill Falls Corp. in order to advance the project. “The release of the RFP is consistent with Nalcor Energy’s project planning approach and is another step necessary to continue to prepare the project for the development phase,” Lower Churchill Project Vice President Gilbert Bennett said. “These three companies are specialists in the engineering and construction of major hydroelectric and transmission projects and will be required to provide details of their benefits plans and commitments in their responses to the RFP.”
