Ocean, hydro to be eligible for Florida renewables solicitation

Florida Power &Light Co. plans to seek proposals for renewable energy sources including ocean current and hydroelectric projects. FPL said it plans to issue a solicitation in early April, with June 9 as the due date.

FPL seeks both firm generating capacity and energy, preferably from generating facilities located in Florida. Other eligible renewables include biomass, waste-to-energy, landfill gas, solar, geothermal, wind, waste heat, and hydrogen produced from sources other than fossil fuel.

FPL said its request for proposals will follow and expand upon a standard offer contract for all renewables generators to be filed with the Public Service Commission on April 1. The company now buys 157 MW of firm capacity and about 1.5 million MWh of energy from renewable energy producers under both firm and as-available contracts.

FPL issued a similar RFP in 2007, but a Florida Public Service Commission ruling rendered previous bids unviable, the company said. (HNN 4/24/07) FPL now is seeking new proposals that comply with the commission’s ruling.

A pre-proposal workshop is planned for late April. A short list of vendors will be compiled by September, FPL said.
