The agencies owning the 5-MW Lake Siskiyou hydroelectric project seek proposals to operate and maintain the project for 10 years on California’s Sacramento River. Proposals are due Aug. 13.
Siskiyou County Flood Control and Water District and Siskiyou Power Authority seek proposals from qualified hydroelectric project operators either to provide labor to operate and maintain the Lake Siskiyou project under contract or to lease the project and make payments to the district.
The project, which is operated in Siskiyou County under a Federal Energy Regulatory Commission exemption (No. 2796), currently is leased and operated by Box Canyon Limited Partnership under an agreement that is to expire Dec. 31. The project sells power to Pacific Power & Light Co. under an agreement that expires Dec. 31, 2020. As a result, the district seeks an operation and maintenance agreement to cover the remaining 10 years of the power purchase agreement.
The district proposes options of either labor only, under which the district would receive power revenues and pay the operator an agreed-upon price, or a ground lease agreement, under which the operator would be responsible for all project operations and costs, would receive project power revenues, and would pay a guaranteed annual price to the district.
Copies of the project request for proposals, plans, agreements, and permits may be inspected at the district office or on the Siskiyou County Internet site, www.co.siskiyou.ca.us. The district said prospective operators should visit the site before submitting a proposal.
