Puerto Rico utility seeks redevelopment of 1.1-MW Lago Loiza hydro project

Puerto Rico Aqueduct and Sewer Authority (PRASA) seeks bids to redevelop the 1.1-MW Lago Loiza hydroelectric project, knocked out of service by hurricane flooding in 1989. A pre-bid meeting is scheduled Aug. 13, with bids due Sept. 16.

Situated at Carraizo Dam on raw water reservoir Lago Loiza, the hydro project has been out of service for 25 years since flooding from Hurricane Hugo. In 2013, PRASA completed a facility assessment with the support of Black & Veatch on the technical and economic feasibility of returning the project to service.

Utilizing an inflow duration curve and based on an economic feasibility evaluation, it was recommended that one of Lago Loiza’s three turbine-generators be rehabilitated to 1.1-MW capacity. Primary use of Lago Loiza water is for the Sergio Cuevas Water Treatment Plant, with pumping station flows given first priority. As a result, it is expected there would be significant periods during the dry season with little or no energy generation. However, rehabilitating the plant is expected to help offset PRASA’s high energy costs.

PRASA now seeks bids to redevelop Lago Loiza including installation of a new turbine-generator, improvements to the electrical system and connections to PRASA’s supervisory control and data acquisition (SCADA) system for remote control and monitoring.
