Renewables program consultants sought for Ukraine, including hydro

The European Bank for Reconstruction and Development (EBRD) invites expressions of interest from consultants to facilitate direct lending to renewable energy projects in the Ukraine, including small hydropower. Responses to two solicitations are due April 9.

EBRD approved funding of 50 million euros (US$66.4 million) in late 2009 for the Ukraine Renewable Energy Direct Lending Facility, intended to advance development of small hydro, wind, biomass, solar, and geothermal projects. In 2008, the bank recruited consultants to help develop a renewable energy project pipeline, including hydropower, in the Ukraine. (HydroWorld 12/12/08)

The bank currently seeks consultants for two contracts, one for strategic environmental review and the other for a project support unit.

For the strategic environmental review, EBRD seeks consultants to undertake a scoping study and a stakeholder engagement plan; prepare a strategic environmental review report with sections on mini-hydro, wind, biomass, solar, and geothermal sector; help develop specific investment projects; recommend an environmental due diligence process for individual projects; and quantify technical and financial obstacles to individual projects. The budget for the work totals US$1 million for 12 months.

For the project support unit, the bank seeks consultants to help launch and implement the Ukraine Renewable Energy Direct Lending Facility. Work includes marketing the facility to stakeholders, providing capacity building and training support, ensuring project screening, supporting potential borrowers in identifying investment opportunities, ensuring borrowers comply with standards, and establishing a monitoring and reporting system. The budget for that work totals US$5.5 million for 30 months.

Applicants may be awarded only one of the two contracts.
