Small hydro consultants sought by Norway developer

Norwegian developer Fjellkraft AS invites expressions of interest from consultants to participate in a framework agreement to help develop small hydropower projects in Norway. Responses are due May 10.

Fjellkraft, part of the Nordkraft group, has four small hydropower projects in operation, four under construction, a license for 11, and plans to develop another 100 small hydro plants. It has fall rights with production potential of 1.5 TWh and a total investment portfolio of between 4 billion and 5 billion kroner (US$677 million and US$846 million).

Due to government encouragement, the number of hydro projects in Norway that are 10 MW or less is increasing, with more than 800 operating and more than 700 being studied. (HRW September 2008)

Fjellkraft plans to enter a framework agreement with a maximum of five consulting firms for services to develop small hydro projects. The two-year agreement will have an option for year-by-year extensions. Nordkraft, which is handling the solicitation for Fjellkraft, estimated the amount of procurements will be 10 million to 20 million kroner (US$1.7 million to US$3.4 million) per year.

Consulting services are to include license applications, detailed engineering design, environmental and pipe engineering plans, classification of intake dams and pressure pipes, electro-mechanical tender documents and contracts, and tender documents for contractors and subcontractors.
