U.S. plans tender for replacement turbines at 2,078-MW Hoover

The Bureau of Reclamation announced it will issue a solicitation for design and supply of a replacement turbine, with an option to supply three more, at 2,078-MW Hoover Dam on the Colorado River in Arizona and Nevada. The solicitation is expected in December 2009, with bids expected to be due about Feb. 16, 2010.

BuRec previously issued a sources sought notice seeking information on the capability of small businesses to design and supply the units. (HydroWorld 11/7/09) The agency began overhaul work on Hoover Dam turbines in 1998. (Hydro Review, September 2009) Most recently, BuRec said it plans to seek bids for replacement turbine seal rings at Hoover, 255-MW Davis, and 120-MW Parker dam hydroelectric projects on the Colorado. BuRec plans to seek computational fluid dynamics, design, physical modeling, hydraulic turbine manufacturing, and supply of one turbine for Hoover Unit N8, including runner cones, coupling bolts, and design of a draft tube throat liner. It proposes an option for manufacture of three more turbines for Units A1, N5, and N6.

Estimated value of the contract is between $5 million and $20 million over four years.

A pre-solicitation notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering Solicitation No. R10PS30013 in the “Keyword/Solicitation #” box. Prospective bidders must register at the Central Contractor Registration database, www.ccr.gov.
