The U.S. Army Corps of Engineers has delayed plans to seek bids for electrical equipment and for dam repair at 2,160-MW John Day Dam on the Columbia River in Oregon. Two solicitations for the work now are expected in November.
The Corps’ Portland District previously said it planned to issue solicitations in October for the work.
The Corps awarded a contract in October to Knight Construction & Supply Inc. to replace wire rope and perform load testing for an emergency intake crane at John Day. The agency took bids in September to refurbish thrust bearing shoes and thrust runners. It awarded a contract in 2012 to Skyward Construction to refurbish elevators at the hydro project
The Corps now says it intends in November to issue a solicitation set aside for small businesses to replace and upgrade the DC and preferred AC system at the John Day powerhouse. Work is to include replacing and upgrading batteries, battery racks, charges, switchboards, panel boards, feeders, and feeder breakers of the system.
A revised pre-solicitation notice under a new number may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering solicitation No. W9127N14R0003 in the “Keyword/Solicitation #” box.
The Corps said it also intends in November to issue a solicitation set aside for small businesses to repair failed monolith waterstops to significantly reduce the amount of water entering John Day Dam. Methods are to include pavement joint sealant, drilled socket waterstops, and surface mounted rubber gasket waterstops. Repairs are to be performed in the dewatered fishway, the roadway deck, and in several dam galleries.
That work is valued at $1 million to $5 million.
