The U.S. Army Corps of Engineers seeks information on firms able to perform biological assessments of new turbine runner designs at the 603-MW Ice Harbor Dam hydroelectric project based on computational fluid dynamic model outputs. Responses are due April 13.
Voith Hydro Inc. has completed design and model testing with the Corps’ Hydroelectric Design Center and the Walla Walla District for Kaplan runners at Ice Harbor. The three entities collaborated to develop the designs of a new fixed-blade propeller and a new adjustable-blade turbine runner designed with biological criteria to be safer for fish passage.
Last year, the Walla Walla District surveyed whether it would be appropriate to use Project Labor Agreements for major hydropower turbine supply or installation at Ice Harbor Dam on the Snake River or at 980-MW McNary Dam on the Columbia River.
In a sources sought notice, the Walla Walla District now seeks information on firms able to perform services and demonstrate expertise in hydro turbine fish passage and design evaluations, including the ability to conduct a biological assessment of new turbine designs, prior to prototype installation, based on computational fluid dynamic model outputs. The requirement is not to develop an assessment tool, but to apply existing models or tools to estimate relative injury or mortality rates for specific turbine designs and operating points.
The Corps plans to use responses to the notice to help it determine whether there would be sufficient competition for it to set aside the procurement for small businesses.
