The Bureau of Reclamation seeks bids from small businesses to clean motor-generators at the 200-MW Mt. Elbert Pumped-Storage project near Leadville, Colo. Bids are due May 29.
Reclamation sought information in January from firms capable of supplying a static frequency converter controller replacement for Mt. Elbert. It also took bids in 2011 to refurbish circuit breakers and to overhaul of hydraulic cylinders used to hoist headgates at the project.
The Mt. Elbert project is part of Reclamation’s Fryingpan-Arkansas project, which diverts surplus water from the Fryingpan River and other tributaries of Roaring Fork River on the western slope of the Rocky Mountains to the Arkansas River Basin on the eastern slope. The pumped-storage project, which has two 100-MW reversible Francis pump-generators, generates power from water originally pumped from Twin Lakes, the plant’s afterbay, and from supplemental water delivered from Turquoise Lake to the forebay.
Reclamation said failure of the plant’s oil mist collection system allowed surfaces inside the air housing to be contaminated with mineral oil. Lighter hydrcarbons since have evaporated leaving a greasy residue that retains dirt, brake dust, and carbon dust, which reduces cooling efficiency and might increase the risk of winding failure. The government plans to disassemble a generator, remove the rotor, and place it on a pedestal to provide contractor access.
In a solicitation set aside for small businesses, the agency seeks bids to construct a contaminant containment structure for the work; clean generator stator, rotor, upper guide bearing bracket, and thrust bracket of contaminants including crysotile asbestos and heavy metal; repair surface coatings; and dispose of waste materials. The work is valued at $500,000 to $1 million.
