UPDATE – India firm extends qualifying for 444-MW Vishnugad Pipalkoti

Tehri Hydro Development Corp. Ltd. (THDC) has extended the deadline for pre-qualification to supply electro-mechanical equipment for the 444-MW Vishnugad Pipalkoti hydroelectric project on India’s Alaknanda River. Applications now are due November 21.

In 2007, the developer canceled pre-qualification for a full engineering-procurement-construction (EPC) contract for Vishnugad Pipalkoti. It subsequently issued a procurement notice for civil works and hydro-mechanical equipment and said it would later issue another for electro-mechanical equipment. (HNN 2/28/08)

In July, India’s Cabinet Committee on Economic Affairs approved implementation of Vishnugad Pipalkoti at an estimated cost of 24.9 billion rupees (US$588.3 million) including interest during construction and financial charges of 3.6 billion rupees (US$85 million). The committee also approved obtaining carbon emission reduction credits under the Clean Development Mechanism of the Kyoto Protocol.

The project is to be commissioned by June 2013 in Chamoli District of Uttarakhand State.

The current solicitation seeks EPC supply of electro-mechanical works including four vertical Francis turbine-generators of 111 MW each; single-phase, 40-MVa, 420-kV transformers; 400-kV gas-insulated switchgear; computerized control and monitoring system; spherical and butterfly valves; and XLPE cables. The contract also is to include assistance in operation for six months.

Pre-qualification documents in English now may be obtained from the address below until November 20 for 10,000 rupees or US$250 by demand draft to Tehri Hydro Development Corp. Ltd. at New Delhi/Rishikesh. Documents are available on the THDC Internet site, http://thdc.gov.in, for the information of applicants.

Firms that purchased documents for the original solicitation will be issued documents free of charge unless they already obtained documents for the reissued civil works and hydro-mechanical pre-qualification.

Applications for pre-qualification are due by 2 p.m. November 21. THDC expects to issue invitations to bid in January.
