UPDATE – India’s Uttarakhand State again extends deadlines

Developer Uttarakhand Jal Vidyut Nigam Ltd. (UJVN) again extended pre-qualification deadlines to develop hydropower projects in India’s Uttarakhand State. Responses to two solicitations now are due November 15.

UJVN previously extended the pre-qualification deadlines to October 15 from September 10. (HNN 9/9/08) It also cut five previous projects from the tender list and deferred the offering of five other projects to another Uttarakhand agency.

UJVN invites pre-qualification to develop renewable energy projects, primarily hydropower, of up to 25 MW on a build-operate-transfer basis. (HNN 8/13/08) The solicitations were divided based on state-identified and self-identified projects.

State-identified projects

UJVN now seeks developers for ten state-identified hydro projects, trimmed from an earlier list of 20. By district in Uttarakhand State, they include:
o Bageshwar District: 700-kW Harsila;
o Chamoli District: 600-kW Garud Ganga;
o Tehri Garhwal District: 7-MW Balganga 2, 400-kW Dhatirmouli, 2-MW Jalkurgad 1, 400-kW Lamb Gaon, 300-kW Paligad, 400-kW Rataldhara, 1-MW Rigali;
o Uttarkashi District: 6.5-MW Bernigad.

UJVN deleted five projects from the earlier list of state-identified projects:
o Dehradun District: 5.2-MW Pabar;
o Tehri Garhwal District: 5-MW Balganga 1;
o Uttarkashi District: 3-MW Hanuman Ganga, 4-MW Laxmanganga, 14.4-MW Tons.

UJVN also diverted responses for five other projects to Uttarakhand Infrastructure Projects Co. (UIPC), which is seeking developers in two parallel solicitations. (HNN 9/5/08) UJVN listed slightly different names and different proposed capacities from the UIPC list. The five projects, as identified by UJVN (followed by the UIPC identification) are:
o Bageshwar District: 3-MW Balighat, (5.5-MW Balighat);
o Nainital District: 14-MW Kumeria-Garjia (Bawas), (12.5-MW Bawas);
o Pithoragarh District: 8-MW Balgad, (18-MW Balgad); 5-MW Burthing-Purdam, (5-MW Burthing); 4-MW PhuliBagar-Kwiti, (4-MW Phulibagar).

Winning bidders for UJVN’s ten remaining state-identified projects would be responsible for survey and investigations, design, engineering, financing, procurement, construction, operation, and maintenance of the projects.

Self-identified projects

The solicitation for self-identified projects reserves those projects up to 100 kW exclusively for individuals from Uttarakhand. Additionally, preference will be given to individuals from Uttarakhand for projects from 100 kW to 5 MW. Small hydro projects from 5 MW to 25 MW will be kept open for competition by all categories of private developers and allotted on payment of a threshold premium of 500,000 rupees (US$11,885) per MW.

Winning bidders for self-identified projects would be responsible from concept to commissioning, including pre-feasibility, survey and investigation, preparation of detailed project report, etc. To help prospective developers identify feasible sites, UJVN lists 240 probable hydro sites on its Internet site, www.uttarakhandjalvidyut.com. The list includes the 20 state-identified sites above.

Bid documents were available until September 9 from the address below for 10,000 rupees (US$233) for state-identified projects and 5,000 rupees (US$117) for self-identified projects. Payment is by crossed demand draft to Uttarakhand Jal Vidyut Nigam Ltd. (SBI A/C No. 30024638487) at Dehradun. Documents also may be obtained from the Internet site with document fees paid at the time of submission of applications.
