Zambia seeks consultants for multi-purpose dam planning, small dams design

The government of Zambia invites expressions of interest to consolidate and update the nation’s water resources development planning, to design construction and rehabilitation of at least 100 small dams, and to strengthen Zambia’s hydro-meteorological monitoring network. Responses to three solicitations are due August 13.

With funding from the World Bank, the Ministry of Mines, Energy and Water Development issued a similar solicitation in 2013 for consultants to consolidate and update the nation’s water resources infrastructure development plan including development of multi-purpose dam projects. Additionally, Zambia’s Rural Electrification Authority recruited consultants last year to advance development of small hydro and solar power projects. Zambia Electricity Supply Corp. (ZESCO) also sought firms to build the 750-MW Kafue Gorge Lower hydroelectric project.

In the first of three solicitations, the Ministry of Mines, Energy and Water Development now seeks consultants under the Zambia Water Resources Development Project to consolidate and update all of Zambia’s water resources development plans including a 1995 Dam Development Plan contained in the Study of the National Water Master Plan for Zambia. The consultant is to identify priority multi-purpose infrastructure investments and conduct preparatory studies for a pipeline of single and multi-purpose medium and large-scale water resource investments. Multi-purpose projects often include a hydropower component.

In a second solicitation, the ministry seeks consultants for project management, development of dam survey and design procedures, and supervision of design and construction of small multi-purpose dams. Work is to include identification and technical assessments of small sites, environmental and social management frameworks, preparation of preliminary designs for construction or rehabilitation of at least 100 small projects, community mobilization, preparation of bidding documents, and supervision of construction.

In a third solicitation, the ministry seeks consultants to help review, design and implement solutions to improve Zambia’s hydro-meteorological monitoring network.
